It may not be uninteresting to bota what is now being actually done in the Kwangtung Province in regard to this matter of Opium taxation. The Import duty, which is payable in pure silver, may be stated more nearly as Tla. 35 than 30 per chest, but let that pass. Tls. 23 per chest aro levied as Li-kin z white the Coast Dotonco tax (Haifang) amounts to Tls. 28 per obeats the collec tion of which dues is made at three differ- got offices, thus affording greater facilities for extortion than would exist were the
dues payable us one only. These levies having been paid, the drug, having been thoreupon stomped and branded, ought to be exempt from every other sort of levy at inland barriers except | the nominal fes for having it visel. At many places, however, in addition to these Provincial charges, there are others of Municipal nature, verying with the requirements of each district. Indeed, by merely changing the unive of the impost, the Chinese officials may continue their exactions ad libitum, na has been already more than suggested in various districts of Kwang tung. In addition to the dues above enumerat- ed, there is another tax Dow threa tening Opium importers, called Ano-li, or duty on prepared opium. The col lection of this duty is at present in abeyance, for the simple reason that the native merchants are refusing payment; but no doubt the importers must Buc- camb sooner or later. This additional- mulct amounts to no less than Tis. 30. per chest a nice little sum which the Chinese officials will doubtless secure ne A set-off against any pretended compro- mise of the Li-kin duty. So vost aro the resources of the Chinese office- holders in evading any given agreement, and so endless are the subterfuges under which they can appear to do what is. nover done, that it is almost hopeless ever to expect any reasonable recipro city in matters of this antore. It is earnestly to be hoped that the greatest caution will be exercised by the Foreign- Ministers in the conclusion of any defi- nite settlement of this question of Li- kin. It most appear from these illas- trations of the versatility of Provincial othcials, that, whatever arrangement may be made by the Central Govern ment, there could be little hope of its being faithfully carried out. In such matters the policy of Central gover ment seems to have utterly failed, al though it may lay claim to other ad- vantages in other respects. One thing is certain that the multiplicity of offices means endless extortions, while with na army of unpaid and hungry officials such unjust exactions must be anything but small; sad vntil the dues on Upium and, indeed, all foreign goods-are collected by the Maritime Customa enco for all, no satisfactory arrangement can possibly be arrived at.
