Concerning the proper fitting of large passenger ships with life-saving apparatus, upon which subject His Excellency expressed himself anxious to do something little seétos to have been done beyond applying the Home rules. An impression got abroad, upon the Bill being proclaimed law, that a large number of life-buoys wore stipulated for-one ultra-humane resident placing the number at one buoy for every pas- sengor. There has been nothing either of an unreasonable or oppressive nature imposed upon shipowners in this respect, although every clause of the Govern- ment Surveyor's certificates as to bull and machinery clearly point to the pre- vention of any accident. One important feature in the now Ordinance is the establishment of a Court of Survey, to which the shipowner may appeal against any declaration in the Surveyor's certifi- cate, any refusal to grant a certificate of clearance for a Chinese passenger ship, or any refusal of a certificate under the present Ordinance (Sect. XIV.) The constitution of Marine Courts and Courts the careful consideration of all those in- of Survey (Section XIII.) is well worth terested, as the powers of these Courts are very large, although laid down with great care.
