When we had the honour to be appointed by Earl Li, Directors of the China Merabants' Company, after extensive luvestigations and enquiries as to the best means of benefiting the mercantile com- munity, we submitted with deference our plans for establishing a Steam Navigation Company to men of the highest intelligence, Paymaster Charles P. We advocate a radical change.
