DESPITE the temporary excitement visible in the Colony a short time since regard- ing the illegal establishment of a "Le kin" passport office, the main question at issue seems still as far off any settle ment as ever. It was easy to predict that instantaneous and strong measures would spendily put an end to the auda cious scheme of establishing any native fiscal office whatever in Hongkong, and the community-albeit their memorial was incorrect in its statement of facts- acted with becoming spirit in the action they took. His Excellency the Governor is the last man in the Colony to permit any such invasion of his rights and he did all that lay in his power. But beyond Hongkong he is powerless, and the main question the right to impose a lekin tax on foreign merchandise entering China proper remains just where it was, excojit that it is possible the Colonial Office will draw the attention of the Foreign Office. to the fact. The merchants of Amoy have for many years been peculiar sufferers from the tax in question and on the whole have bcon fairly supported in their protests by the Consular and Customs officials the support of the latter, of courer, being limited to a courteous reception of com
