So long as restrictions, individually, un- important, or at least not worth fighting about, continue to be imposed with the tacit or overt assent of the British repre- sentative, there is little lupe of a change. But in the Chinese, sunt clienist by past

then To prevent foreigners from ship ping goods in Chinose owned bottoms is an obvious departure from the spirit of the treaty. The reason is aufficiently. plain why the Chinese should desire to see such a regulation enforced. Extra duties, lekin, etc., etc., if levied upon forsige-owned goods, world hecure the subject of diplomatic correspondence, and though this seldom results in much, still there would be the trouble of answering despatches, and the possibility of being. obliged to refund the money thus stolen, plus a compensation for the loss of time, etc., which might have ensued from the arbitrary conduct of the provincial au- thorition.

That the foreigners resident at Argy will most vigorously protest against the regulation there promulgated wo ney presume. But in a case so widely affect- ing foreign interests for the principle once established at Amoy would soon be put into operation elsewhere we may hope that they will call upon their cor respondents at other ports to back their representations. If the Liverpool Cham- ber of Commerce can be justified in oo cupying its attention with overland routes to India and Chion, or the conduct of a firm whoso connection with that city was 761 anost uominal, surely the Chambers of

Hongkong and Shanghai will not be stepping out of their way to take up this unwarrantable action on the part of the Fuhkien authorities. The worst of it is that so much delay invariably takes place
