Most readers of that valuable nanti journal, Mitchell's Maritime Register paper which deservedly takes the first rank amongst publications devoted to the special subjects of which it treats will have noted the persistency with which for many years past it has enden roured to effect a reform in the merean. tile signal code by advocating the adop tion of one popular and well digested system. It is now nearly ten years since the use of the Universal Code of Signals" was made compulsory upou all vessels in the French Marine, and inte rested observers are asking with much reason what conceivable objection there can be to a similar compulsory regulation being enforced on British and American merchant vessels. With an obstinacy as
deplorable as it is incomprehensible, the governments of the two nations most interested in Maritime affairs persist, in neglecting to legislate on the subject, and

It is urged that Maryatt's code has become so familiar to the sea-faring public of Great Britain that greater confusion would ensue from its immediate abolition than now happens from the partial use of both it and the Universal Code,. We do not admit this. But supposing suck to be the case, there gen be no reason for not enforcing the use of the latter at the expiration of a given period-ay a year or two year. It is to be deplored that the matter has so long been left to the discretion of shipat husbands and ship-wasters. It is unfortunate that in this case private enterprise is left to slowly effect wast official orders could at once ensure.

We have received No. 13 of the Chi Magasine, which consists of an inde .title-page and frontispicco, preface, l'eny and two pages of matter.
