The insular position of the Colony, deered so great an advantage when our exaggerated views of Chinese military resources led - the Government to believe that a settie ment on the inainland would be a constant source of alarm and dabger, has, as he predicted, combined with its restricted area to render Hongkong useless as a means of influencing the dwellers on the niainland.
