519. The bulk of this report remains to be adopted and it is recommended that after the Colonial Secretary has given his decisions on the principles involved an officer should be placed on special duty for seeing that appropriate action is taken to implement those decisions and to report, when in his view, action is being unduly delayed.
520. Summary of recommendations made in this chapter:
(1) After operational experience has been obtained of the re-organization,
the O&M Branch should make another survey. (516)
(2) The Establishment Branch should review the grades of officers affected
by the re-organization. (517)
(3) An officer should be placed on special duty to implement the recom-
mendations. (519)
