74. Except for the consolidation of the existing 10% deduction, we do not propose any alteration in pay for the existing staff. Nor do we wish to suggest a hard and fast scale to be applied in the future. For future recruits the basis of remuneration should be determined by :-
(a) academic qualifications,
(b) age;
In any case we feel there are obvious objections to settling, as at present, a flat scale of salaries for all Professors in the several Facul-
ties. We suggest also that in future appoint- ments a slower scale of increment should be applied than has been the practice in the past, so that as a general rule a Professor would not attain his maximum salary until about the age
of 50.
77. Having regard to the effect which con- tinued residence in the semi-tropical climate of Hong Kong may have on the individual it is proposed that all future terms of service should lay it down that the age at which a professor should normally retire will be 55 with the proviso
Resolutions of Senate and Faculties.
(a) That the Senate is gratified to note that in paragraph 74 the Committee, in indicating the lines along which to arrive at a fair remuneration above what is paid at home, think that "separa- tion from academic circles at home is a factor to be considered in addition to "compensatory allowance made for residence abroad ".

(b) The Senate is in favour of preserving the principle of uniform scale of salaries as being appropriate to the conditions and size of this University.
(c) The Senate further desires to record its opinion that the proposal that maximum salaries should not be attained until the age of 50, taken in conjunction with the recommendation in para- graph 77 that the age of retirement should be normally 55, is a proposal which, on the basis of the existing salary scales and the present arrange- ments regarding superannuation, must entail retirement on a grossly inadequate income.
(d) The Senate further declares its strong conviction that recent appointments, made on a temporarily reduced scale in financial emergency, are not an appropriate criterion for determining normal salary scales.
(a) The Senate with regard to the proviso proposed in paragraph 77, sees no good reason for altering the existing conditions of service by making the normal retiring age 55, unless sub- stantial improvement is made in the Superannua- tion Fund.
Resolutions of Conacil.
(a) Resolved that the Council considers it desirable to restore, as soon as financial circum- stances permit, the equivalent of the Gollan scale of salaries to those members of the staff who are entitled to that scale, and that the Finance Com- mittee be asked to consider the possibility of effecting this by a revision of the terms of the Provident Fund.
(b) That the attempt to apply differential scales of pay when recruitment is made by a Committee in London acting as advisers to the University would still further narrow the already restricted area of recruitment.
Resolved that contracts for all men appointed hereafter provide that the normal retiring age of lecturers and professors be 55 and that extension from year to year up to the age of 60 be permitted only if the University desires to retain the services of a lecturer or professor, on condition that the
