79. We have not inquired as to the model or models upon which the constitution of the University, as set out in the Ordinance quoted, was based. And we would say at once that in our opinion the existing constitution is too 'democratic " and too cumbrous for local needs.

Resolutions of Senate and Faculties.

(b) The Senate considers the proviso re- garding release at the end of paragraph 77 as contrary to the normal practice of contracts of Service and as inappropriate to a non-pensionable

service.

Resolved that the Senate. is unanimously of the opinion that the freedom of discussion and comment at meetings of all University bodies is essential to the life of a university.

Resolutions of Council.

proviso to the proposal under Report paragraph 69 is accepted.

Resolved:-

(a) that the Council is of opinion that in normal times the cost of administration through a full-time Vice-Chancellor and a Registrar paid on the scale of a Professor is high.

(b) that the present constitution of the Uni- versity is cumbrous (Para. 79 of Report) is a matter of common experience and that the follow- ing modifications of the constitution of the University would make for simpler working: (i) that the present Council of the Univer- sity be abolished and that there be sub- stituted a smaller body, an Executive Committee of the Court to consist of not more than I I members which should have statutory powers to carry out the functions at present under the Ordinance assigned to the Council.

(ii) that the Executive Committee of the Court consist of 6 members of the Court who are not full-time officers of the Uni- versity but including the Treasurer who would be a member ex officio, and at least two of whom shall be of Chinese race, one to be selected from the Chinese members of the Legislative and Execu-
