The Government launches the Continuing Education Fund, which provides subsidies to local residents aged 18 to 60 without a university degree to pursue continuing education so as to prepare Hong Kong's workforce for the knowledge-based economy.

The Financial Secretary makes his first official visit to the United States, carrying out engagements in New York and Washington, DC.

The Chief Secretary for Administration opens a two-day International Symposium on Sustainable Development, organised by the Government's Sustainable Development Unit and co-hosted by private sector interests. A delegation of Hong Kong experts, led by the Commissioner for Narcotics, attends a plenary meeting of the Financial Action Task Force on Money Laundering in Paris; it is the last such meeting to be held under the presidency of Hong Kong, China.

The Chief Executive welcomes the passage by the Legislative Council of the Government's resolution on the Accountability System for Principal Officials; the Accountability System will be implemented upon the commencement of the Second Term of the HKSAR Government.

The Government announces the names of the 14 Principal Officials appointed under the Accountability System, upon approval by the CPG; Permanent Secretary postings and the composition of the new Executive Council are also announced.

The Hong Kong Science Park, which is creating a cluster of quality and innovative technology-based companies, is opened by the Chief Executive. The Financial Secretary announces plans for the issue of a new $10 abstract in design and mauve, purple, blue and yellow in colour which will circulate in addition to the existing $10 coin; the note is put into circulation from September.

President Jiang Zemin and Vice-Premier Qian Qichen arrive in Hong Kong for the series of functions marking the 5th Anniversary of the Establishment of the HKSAR.

Ceremonies celebrating the HKSAR's 5th Anniversary begin with a flag- raising ceremony at the Golden Bauhinia Square. Afterwards, President Jiang Zemin presides at an inauguration ceremony in which Mr Tung Chee Hwa is sworn in as the second term Chief Executive of the HKSAR, and Principal Officials of the Government also take their oath. Mr Tung then swears in members of the Executive Council.

The Chief Secretary for Administration lights up a giant Brand Hong Kong dragon erected on top of the Queensway Government Offices in Admiralty; the dragon is 26 metres long and 15 metres high.

The Chief Secretary for Administration, on a short visit to the United Kingdom, opens the Hong Kong Festival in London.
