The Director of Immigration, Mr Lai Tung-kwok, presents the two- millionth HKSAR passport to Ms To Oi-yan at a ceremony at Immigration Headquarters.

The Secretary for Justice leads a delegation of professionals from the legal, accounting and construction-related sectors to take part in the Qingdao - Hong Kong Day 2002 in Qingdao, Shandong Province. The Civil Service Bureau signs an agreement for a staff exchange programme with the Foreign Affairs Office of the Shanghai Municipal People's Government.

The Trade and Industry Department announces that the Government will fully liberalise the rice trade as from January 2003; interested parties are invited to apply for registration as rice stockholders for 2003.

The Chief Secretary for Administration leaves for a six-day visit to Australia his first as Chief Secretary for meetings with government officials and business leaders in Canberra, Melbourne and Sydney.

The Chief Secretary for Administration opens a major management forum 'A World-class Government for Asia's World City' at the Hong Kong Convention and Exhibition Centre; about 14 000 civil servants attend the four-day forum.

The Chief Executive officiates at the opening of a symposium on 'Leadership Development for the Civil Service', which is attended by about 1 000 directorate officers.

The Financial Secretary receives the report of the Panel of Inquiry on the 'penny stocks incident' in July.

The No. 8 storm signal is hoisted at 1.40 pm as Typhoon Hagupit, which developed in the South China Sea, passes close to Hong Kong; the storm causes no major incidents of injury or damage on land.

Officiating at the opening of the Hong Kong Design Centre, the Chief Executive says the centre adds a new and essential component to the HKSAR's supporting infrastructure for industry and business.
