The Chief Executive leaves for Shanghai for a two-day visit aimed at strengthening economic co-operation between the HKSAR and Shanghai.
A riot breaks out at the Hei Ling Chau Drug Addiction Treatment Centre and is brought under control early the next day. A number of inmates and correctional services and police officers are injured in the disturbance. Police later lay charges against 53 inmates.
HKSAR officials attend a five-day special session of the United Nations General Assembly on Women 2000: gender equality, development and peace for the 21st century, in New York.

The Hong Kong/Guangdong Joint Working Group on Sustainable Development and Environmental Protection holds its first meeting in Guangzhou. The Secretary for the Environment and Food, Mrs Lily Yam, describes the meeting as very useful. The Government launches the Community Cyber Points for the blind and visually impaired, providing 28 specially designed computers to cater for the needs of blind or visually impaired persons. It is part of a programme to provide public computer facilities free of charge at District Offices, community centres, post offices, public libraries and social centres for access to the Internet and the Government's electronic public services.

The Court of First Instance rules that the status of Mainland right of abode claimants has to be determined in accordance with the National People's Congress Standing Committee's interpretation of the relevant provisions of the Basic Law unless they are accepted by the Director of Immigration as falling within the Government's 'Concession'.
