292.--(1) No container having a capacity exceeding 140 gallons shall be repaired in any manner involving the use of hot rivets or other source of artificial heat until a certificate by an approved person that the container has been thoroughly ventilated and rendered free from inflammable vapour has been produced to the Licensing Authority.

(2) No other container shall be repaired in any such manner until every reasonable precaution has been taken to ensure that the contanier has been rendered free from inflam- mable vapour.

(3) Nothing in paragraph (2) of this regulation shall prevent the repair, at the time of filling, of such small leaks in any container which are normally repaired at such time.

293. (1) Category 4 dangerous goods shall not be received in or supplied from any storage place except be- tween sunrise and sunset.

(2) No container containing any such goods shall be opened except at or inmediately adjoining the storage place and then only for the time necessary for drawing off the

contents.

(3) During such drawing off every reasonable precaution shall be taken for preventing the escape of any of the contents of any container or of vapour therefrom.

(4) Paragraph (2) of this regulation shall not apply to any securely closed container.

294. No other substance shall be kept in any storage place with the Category 4 dangerous goods except such materials and substances as are necessary for the handling of such goods.

295. No Category 4 dangerous goods shall be allowed to remain in any roofed over portion of any building whereof any storage place forms part except in a container or in the fuel tanks of any motor vehicle, motor boat, aircraft or engine.

296. All tanks of motor vehicles, motor boats, aircraft or engines (except stationary engines) shall be filled and emptied in the open air only, or in a roofed over structure having at least one sixth of the area of the walls completely open to atmosphere.

297. All due and obvious precautions shall be taken in and about every storage place to avoid fire and explosion.

298. Notices, in English and Chinese, prohibiting smok- ing shall be displayed in conspicuous positions in the vicinity of every storage place.

299. Fire extinguishing apparatus shall be provided in every storage place to the satisfaction of the Chief Officer of the Fire Brigade.

300. Every storage place and all apparatus and pipes therein shall be designed and constructed in accordance with sound engineering practice and approved by the Building Authority.
