283. No light, explosives, fire, matches, or any other substance capable of igniting any Category 4 dangerous goods or vapour therefrom shall be taken into or kept in any storage place.

284. The licensee of every storage place shall permit the Building Authority, the Government Analyst, any Assistant Government Analyst, or any officer duly authorized by the Licensing Authority at all reasonable times to enter and inspect the storage place for the purpose of ascertaining if the regulations in this Part are being complied with by the licensee; and the licensee shall, by himself or his furnish such representatives, give such assistance and samples as any such officer may require.

285. No Category 4 dangerous goods in transit to from any storage place which forms part of building shall

any be allowed to remain in any other part of the building.

286. Every storage place shall be kept locked except during such times as Category 4 dangerous goods are being taken into or out of the storage place, or work incidental to either operation is being done.

287. Due precautions shall be taken to prevent any unauthorized person or any person under the age of fifteen years from obtaining access to any storage place.

288. In every storage place, Category 4 dangerous goods shall be kept or stored by one or more of the following methods :--

(1) in glass bottles each containing not more than half a gallon; or

(2) in soldered tins each containing not more than five gallons: or

(3) in insurance drums" each containing not more than ten gallons; or

(4) in drums or barrels of soft iron or mild steel each containing not more than one hundred and forty gallons; or

(5) in approved fire resisting stores built of such mate rials, of such design, and on such sites as may be approved by the Chief Officer of the Fire Brigade and the Building Authority; or

(6) in any other receptacle approved by the Government Analyst

289. Every container shall be so substantially made as not to be liable, except under circumstances of gross negli- gence, or extraordinary accident, to become broken, defective or insecure, and shall be so constructed and maintained that no leakage of liquid or vapour can take place therefrom.

290. Every container shall be labelled with the pre- scribed label: Provided that it shall not be necessary to label with the prescribed label any tin containing any low flash liquid or high flash liquid if a triangular red label having sides not less than one inch in length is painted or otherwise marked on or securely attached to the top of the tin.

291. Every container having a capacity exceeding five gallons shall at all times be kept securely closed, except while being emptied, cleaned, repaired, or filled.
