(6) No vehicle not complying with the requirements of regulation shall be used for the conveyance of petroleum spirit if a vehicle which complies with such requirements is, or, within a reasonable time, will be, available for such
conveyance.
Section C.-Special Regulations relating to Transport of Petroleum spirit in Tank Wagons.
211. Every mechanically propelled tank wagon used for the conveyance of petroleum spirit shall be constructed in accordance with the provisions of regulations 218 and 219 and shall be maintained in good condition throughout.
212. The capacity of a tank wagon shall not-
(a) exceed 1,500 gallons unless the Licensing Authority. shall approve the design of the vehicle as suitable for the conveyance of quantities of petroleum spirit exceeding 1,500 gallons,
(b) in any case, exceed 2,500 gallons.
213. The filling and dipping pipes shall be kept securely closed at all times except during the operations of filling or emptying a tank wagon.
214. Where the filling pipes are not provided with a liquid seal, the covers of such pipes shall be kept locked or sealed at all times except during the operation of filling or emptying the tank (if the filling pipe is also used for such latter purpose), and no keys of any such locks shall be carried on the tank wagon.
215. During the filling or emptying of the tank wagon the following precautions shall be observed :
(i) If the wagon is mechanically propelled the engine shall be stopped during such time as the filling or emptying is proceeding and shall not be started until all tanks have been securely closed,
(ii) adequate provision shall be made to prevent the accumulation of a dangerous static charge of electricity, and
(ii) the vehicle shall be constantly attended by a com- petent person.
216. No containers containing any petroleum spirit shall be carried on any tank wagon used for the conveyance of petroleum spirit unless such tank wagon is so constructed as to comply with the special regulations in Section B of this Part.
217. No tank, or self-contained compartment thereof, which has a capacity exceeding 140 gallons shall be repaired in any manner involving the use of hot rivets or other source or artificial heat until a certificate by an approved person that the tank or self-contained compartment has been thoroughly has ventilated and rendered free from inflammable vapour been produced to the Licensing Authority.
218.-(1) Every tank wagon, including the tank and fittings shall be strongly constructed of fire resisting materials.
