193. Every lighter and junk must carry---
(a) at least two chemical fire extinguishers, each having a capacity of not less than two gallons, and of a type approved by the Chief Officer of the Fire Brigade,
(b) a bin or buckets or both holding in all not less than 100 pounds in weight of dry sand, and
(c) at least three scoops or shovels for throwing sand in the event of fire.
PART XIII-TRANSPORT ON LAND OF INFLAMMABLE LIQUIDS MADE
FROM PETROLEUM.
Section A.-General Regulations.
194. In this Part-
"petroleum spirit" means inflammable liquid made from petroleum, and
"tank" means the tank or group of tanks carried by one vehicle used or intended for the transport of petroleum spirit.
Any limitation prescribed by this Part on the capacity of any tank shall be construed as limiting such capacity to the maximum bulk of the contents at whatever degree of tempera- ture.
195.-(1) Every vehicle, while engaged in the convey- ance of petroleum spirit by road, shall—
(a) if the quantity of the petroleum spirit carried by the vehicle exceeds 1,500 gallons, or if the vehicle is towing another vehicle, and, in either case, if the vehicle is in motion, be constantly attended by at least two persons; and
(b) in any other case, be constantly attended by at least
one person.
(2) Paragraph (1) of this regulation shall not apply to any vehicle so long as it remains stationary in a place for the time being approved by the Licensing Authority.
196. No fire or artificial light capable of igniting inflam- mable vapour shall be allowed on any vehicle or trailer conveying petroleum spirit, nor shall any explosive substance or substance or article capable of causing fire or explosion be carried on any such vehicle or trailer.
197. Electric lighting shall be employed on every vehicle, trailer, or tractor used in the conveyance of petroleum spirit, and
(i) the pressure of the electric current shall not exceed sixteen volts,
(ii) the circuit shall be heavily insulated, and the wiring shall be so fixed and protected as to reduce as far as possible the risk of damage,
(iii) the generator, battery, switches and fuzes shall be carried in front of the fire-resisting shield mentioned in regula- tions 210 and 218 and the battery shall be in an easily accessible position, and
