175.--(1) For the purpose of extinguishing fire, every lighter having its own means of propulsion shall carry cylinders charged with carbon dioxide gas under pressure.
(2) The total volume of such cylinders shall be equal, at normal atmospheric pressure, to one fifth of the capacity of the engine room of the lighter.
(3) Such cylinders shall be fitted in a cool place outside. the engine room of the lighter and the outlets of the delivery pipes shall be in such positions inside the engine room as may be approved by the Government Marine Surveyor and the Chief Officer of the Fire Brigade.
(4) The outlets of the delivery pipes shall be fitted with fusible plugs capable of being punctured from the deck.
(5) The delivery pipes and fittings shall be of robust
construction.
(6) Subject to the approval of the Government Marine Surveyor and the Chief Officer of the Fire Brigade, some other device, contrivance or arrangement, equal in efficiency to such cylinders, may be provided for extinguishing fire.
176. Every lighter having its own means of propulsion shall carry in open bins a quantity of dry sand proportionate to the length of the hull of the lighter in the following ratio, that is to say, one cubic foot of sand to every complete twenty feet in length of the hull, and shall also carry shovels in the engine room in readiness for use with the sand in case of fire.
177. Every junk and every lighter having its own means of propulsion shall be equipped with at least two safety lamps of a pattern and design previously approved by the Harbour Master.
178. Every lighter or junk not having its own means of propulsion shall be fitted with such foam extinctive apparatus as may be approved by the Chief Officer of the Fire Brigade and the Harbour Master.
179. Every lighter or junk not having its own means of propulsion, when carrying inflammable liquids having a flash. point below 73° Fahrenheit in the waters of the Colony in quantities exceeding fifty gallons shall carry--
(1) a box or tank or buckets containing in all not less than 100 pounds of dry sand; and
(2) Chemical foam extinguishers of a type approved by the Chief Officer of the Fire Brigade in such positions as to be immediately available for use at all times.
180. Every application for a licence for a lighter or junk shall be accompanied by a certificate of construction. from the Government Marine Surveyor or other competent authority approved by the Harbour Master, and every applica- tion for the renewal of a licence shall be accompanied by a certificate of survey from the Government Marine Surveyor.
181.-(1) No loaded lighter or junk, other than a lighter having its own means of propulsion, shall be navigated in the Harbour except in tow of, or attended by an efficient tug propelled by steam or other mechanical power.
