(b) the storage of dangerous goods, and
(e) the anchorage of ships and vessels carrying or about
to load dangerous goods
shall apply to the movement and storage of case oil from, to, and in any premises specified in a valid licence to store petroleum in bulk and to the anchorage of vessels carrying or about to load case oil.
PART XII-PETROLEUM LIGHTERS AND JUNKS.
General Regulations.
137. These general regulations apply to all lighters and junks intended or used for carrying petroleum.
138.-(1) The capacity of every lighter having its own means of propulsion shall not exceed 500 tons.
(2) The capacity of every lighter not having its own means of propulsion shall not exceed 600 tons.
139. Every lighter intended or used for carrying petro- leum in bulk shall be provided with oil-tight bulkheads forward and aft of the hold, and no bulkhead shall be pierced or fitted with a sluice.
140. Every tank not fitted with expansion trunks shall be so filled as to leave an air space equal to at least one- twentieth of the capacity of the tank.
141. (1) Ventilators properly protected with double fine brass wire gauze having a mesh of not less than 28 to the linear inch shall be fitted to all spaces round tanks.
(2) Paragraph (1) of this regulation, in so far as it relates to the protection of ventilators, shall not apply to any venti- lator which forms part of a ventilating system approved by Lloyds or a similar classification society.
142. Every lighter or junk shall be properly equipped with anchors, chains, chain or wire rope grapplings, windlass, and mooring and towing bitts.
143. Every lighter or junk shall have the names of the owner and of the lighter or junk and the number of the licence issued in respect thereof painted on the stern in letters not less than six inches in height.
144. No lighter or junk shall be unloaded in any part of the Harbour between sunset and sunrise, and no lighter or junk shall lie at a Dangerous Goods Anchorage for a longer period than 24 hours before leaving for its destination.
145. No loaded lighter or junk shall remain in the waters of the Colony for longer than 24 hours except at the port of Tsun Wan, or at one of the prescribed places specified in regulation 110 (e).
