(b) cach barrel, drum, or tin is so filled as to leave an air space equal at least to one twentieth of the capacity of the barrel, drum, or tin, and
(c) the master of the ship shall, if so required by the Harbour Master, have obtained from an approved person a report stating the nature and quality of the inflammable liquids having a flash point below 73° Fahrenheit.
128. The following provisions shall be observed with regard to the carriage in ships of inflammable liquids having a flush point below 73° Fahrenheit and stowed under batches:
(a) Such liquids shall be carried in iron or steel ships only.
(b) Such liquids shall be stored well away from naked lights. tires and other sources of heat.
(c) The bulkheads dividing the holds or compartments containing such liquids shall be gas tight and without openings and any bilge sluices communicating with such holds or com- partments shall be and remain effectively sealed.
(d) Every hold or compartment containing any such liquid shall be, so far as is practicable, hermetically sealed.
(c) When such liquids form only a portion of the total cargo in a hold or compartment, efficient ventilators shall be provided in such numbers and in such positions as the Harbour Master shall direct.
(f) Such ventilators shall project into the hold or com- partment as follows :-
(i). One half of the total number shall project to a level not more than six inches above the covering or ceiling of the hold or compartment and shall be marked "Inlet" and
(ii) the other half shall project to a level not more than and shall be three inches below the underside of the deck marked "Outlet".
(g) Every such ventilator shall have a large cowl head and shall be covered at its upper end with double fine brass wire gauze having a mesh of not less than 28 to the linear inch.
(4) All electric cables passing through the hold or com- partment shall be disconnected: provided that this paragraph shall not apply to cables supplying power for unloading or loading which are of such design and construction prevent them being damaged by cargo.

129. All case oil shall be loaded and unloaded at a Dangerous Goods Anchorage or at a prescribed place, or at such other place as may be approved by the Harbour Master.
130. No barrel, drum, tin or other container which is a leaky or damaged condition shall be loaded into any vessel within the waters of the Colony.
131. The master of every ship entering the waters of the Colony and carrying case oil, shall, if he has reason to suppose that any of the containers is in a leaky or damaged condition, forthwith notify the Harbour Master thereof and proceed to such place as the Harbour Master shall direct.
