"
prescribed place means one of the following
places, that is to say-
(i) The wharf at Laichikok belonging to the Standard -Vacuum Oil Company.
(ii) That portion of the sea wall at the New Praya, Kennedy Town, which lies between the harbour and the property belonging to the Asiatic Petroleum Company (South) China) Limited and registered in the Land Office as Section A of Marine Lot No. 245.
(i) The wharf at North Point belonging to the Asiatic Petroleum Company (South China) Limited.
(iv) The wharf at Tai Kok Tsui belonging to the Asiatic Petroleum Company (South China) Limited.
(v) The wharf at Tsun Wan belonging to the Texas Com- pany (China) Limited.
(e) “Dangerous Goods Anchorage
means one of the portions of the Harbour specified in regulation 23 of Table M of the regulations made under the Merchant Shipping Ordin- ance, 1899.
125. Every ship arriving at any port in the Colony carrying case oil, and every ship about to load case oil shall hoist by day a Red flag at the fore-truck and the flags R.K.O. of the International Code at the main truck, and shall show at night a Red Light at a height of not less than twenty feet above the topmost deck, and shall keep such Red flag and International Code flags flying by day and such Red light showing at night whilst any case oil is on board, and, after the unloading of case oil, until the certificate referred to in regulation 135 (1) has been issued.
126. Every ship carrying case oil shall proceed direct to a prescribed place or anchor in a Dangerous Goods Anchorage and shall not execpt at a prescribed place go alongside any wharf or shift berth without the permission of the Harbour Master.
127.-(1) If any part of the cargo of case oil carried in or to be loaded into any ship consists of inflammable liquids having a flashpoint below 75° Fahrenheit, no part of such cargo shall be loaded or unloaded without the permission of the Harbour Master.
(2) Such permission shall be withheld unless-
(a) the inflammable liquids having a flash point below 73° Fahrenheit are securely packed in---
(i) drums or barrels made of soft iron or mild steel with all joints riveted or soldered or welded and with rolling hoops either shrunk on or formed in the metal of the drum or barrel, and having a well-fitting screw bung, the boss of which is riveted or soldered or welded to the drum or barrel, or
(ii) strong hermetically sealed metal drums (commonly called "insurance drums) each having a capacity not exceeding ten gallons, or
(iii) strong hermetically sealed tins furnished with caps of a pattern approved by the Harbour Master each having a capacity not exceeding four gallons, and enclosed in wooden cases each holding not more than two tins, and having sides, top and bottom not less than three-cighths of an inch in thickness and ends not less than three quarters of an inch in thickness, fastened together by nails not less than one and three quarter inches in length, and
