COUNTERFOILS
A counterfoil is provided on every postal order so that the purchaser may keep a record of particulars of the order. The issuing officer will, impress it with the date- stamp of the office of issue at the time of purchase.
The counterfoil should be retained by the sender, and not forwarded with the order.
COMPLETION OF ORDER
The sender of a postal order must enter in ink the name of the person to whom the amount is to be paid and is recommended also to fill in the name of the office of payment.
If the sender does not know the post office most convenient to the payee, he should insert the name of the town, village, or district where the payee resides. The order will then be paid at any post office in the place named.
CROSSING OF ORDER
Postal orders may be crossed for payment through a bank.
ORDERS NOT NEGOTIABLE
Postal orders, unlike bank-notes, do not represent value in themselves, and are not negotiable.
Only the rightful owner may cash a postal order. If the sender has filled in the name of the payee, the owner may take legal action to recover the amount from any other person who negotiates it.
PAYMENT
At post offices. If the sender has omitted to fill in the name of the payee this must be done by the person desiring payment, and the order must be properly receipted before presentation.
If any erasure or other alteration is made, or if the order is cut, defaced or mutilated, payment may be refused.
Through a bank. A crossed order may be paid only through a bank. of a bank is added, payment will be made only through that bank.
REPAYMENT
If the name
A purchaser of a postal order may obtain repayment of the amount, but not of the poundage, on presenting the order and the counterfoil during the period of validity, even if the order has been crossed for payment to a bank.
PERIOD OF VALIDITY
Postal orders are valid for a period of six months from the last day of the month of issue. After the expiration of the period the order should be referred to the Chief Postal Accountant, G.P.O. Hong Kong. If, after the necessary inquiry, payment is authorized, commission equal to the original poundage will be charged.
LIABILITY OF THE POST OFFICE
When a postal order has been paid, the Post Office is not liable for any further claims for payment.
INQUIRIES
Applications concerning postal orders which have been lost, damage or destroyed should be addressed to the Chief Postal Accountant, G.P.O., Hong Kong. It will materially assist inquiries if such applications are made as soon as possible after the loss is discovered. No application will be considered unless the counterfoil is produced, or, in the case of a damaged order, an identifiable portion of the order itself. It should be stated if the order was filled in or crossed.
