Observations : The importation into the United Kingdom of various kinds of merchandise is either entirely prohibited or permitted only under licence previously obtained by the importer from the Import Licensing Branch of the Board of Trade, Romney House, Tufton St., London, S.W.1, England. Although such licences are not required to accompany the articles at the time of mailing, it is suggested that exporters ascertain in advance that the importer has obtained the necessary licence or is able to obtain it provided it is required. This restriction does not apply to gift postings sent by a private sender to a private address, nor to trade samples. Prohibitions: Imitations of postage stamps; articles bearing imitations of British, foreign, or colonial postage stamps, out of circulation or not; cheque books must be sent exclusively by the letter post; arms, parts of arms, munitions, and similar articles; paint, varnish, turpentine, lacquer and similar articles having a flash point less than 150°F., except that such articles having a flash point between 90° and 150°F. are admitted by sample post provided not more than one quart is enclosed in a single packet sent by surface route or one pint if sent by air mail when packet in accordance with the regulations governing the transmission of liquids.
The articles prohibited or restricted as parcel post are also prohibited or restricted in letter mails, except the following:
Coins; manufactured or unmanufactured platinum, gold, silver; precious stones, jewellery or other precious articles (but coins not intended for ornament and gold in ingots must not exceed £5 ($80) in value); circulars; liquids or substances for analysis or for medical examination and pathological specimens (in the form of samples); leeches and silkworms (in the form of samples); and clean rags (in the form of samples).
Paper money and certificates of title to sterling bearer securities require permission from the Exchange control authorities in Great Britain.
Parasites and predators of injurious insects, intended for the control of those insects and exchanged between officially recognized institutions, are admitted in the form of samples only.
The importation of goods liable to customs duty and purchase tax into this country by sample post is in general prohibited, and chargeable goods so imported arc liable to forfeiture. The prohibition is relaxed, however, for genuine trade samples and certain other goods as shown below, subject to compliance with the following requirements:
The limits of size or weight and the other conditions mentioned must be observed so far as they are applicable to the particular goods. Each packet must be plainly marked with particulars of the contents, a general description such as Samples Without Value is not sufficient, and, if containing trade samples, with a statement that the goods are genuine trade samples.
Chemicals. Chemicals, liable to ad valorem duty of 25 per cent or more (other than any such goods falling with the provisions of the Dangerous Drugs Act, 1951 (G.B.) ). The gross weight of each packet must not exceed 8 oz., and customs duty at the appropriate rate will be charged. Each packet must be plainly marked c/o The Officer of Customs and Excise in addition to bearing the full name and address of the addressee. A Post Office fee of 1s. Od, for clearance through the Customs will be charged on each packet on which customs duty is levied.
Chicory. Raw chicory in quantities not exceeding 8 oz. net weight per package will be delivered free of duty. Only one sample of the same description of goods, unless of different brands, may be sent to each addressee.
Cocoa. Raw cocoa in quantities and under conditions similar to those stated under Chicory above.
Coffee, Raw coffee in quantities and under conditions similar to those stated under Chicory above.
Dyestuffs (synthetic organic) and so on. Synthetic organic dyestuffs (inc. pigment dyestuffs); synthetic organic products of a kind used as luminophores; products of a kind known as optical bleaching agents, substantive to fibre, may be imported subject to the following conditions:
