FRANKING (POSTAGE METER) MACHINES
Users of these machines must conform to the following conditions:-
They must obtain a licence from the Postmaster General.
Payment in advance in respect of postage must be made from time to time at the General Post Office, where the machine must be presented for meter setting or registering.

The correspondence franked by the machine must be faced, securely tied in bundles, and handed in at the counters at the G.P.O., Hong Kong, or the Kowloon Post Office. In no circumstances can posting be allowed elsewhere.
At the end of every working day, whether the franking machine has been used or not, a docket must be tendered showing the reading of the meter or meters of the machine. If, under exceptional arrangements, anything has been franked and held back for despatch on
on another day, particulars must be furnished on the docket.
Franking dies and machines must be maintained in a good condition, and any necessary replacements or repairs made, at the licensee's expense, to ensure clear and distinct franking impressions and complete accuracy in recording.
BUSINESS REPLY SERVICE
DESCRIPTION
The Business Reply Service enables a person to obtain transmission through the local post without prepayment of postage, of envelopes and cards addressed to himself which he may distribute enclosed with advertising or other matter.
CONDITIONS
Licence. A person desiring the facilities afforded by this service must first obtain a permit from the Postmaster General,
