In all cases for letters in the form of a roll. The length and twice the diameter combined may not exceed 3 feet 3 inches nor the greatest dimension 2 feet 8 inches.
It is recommended that the word Letter should be placed on the address side of letter packets, which, by reason of their size or make-up, could be mistaken for other classes of packets.
UNPAID LETTERS
An unregistered letter posted unpaid or underpaid is forwarded and charged on delivery with double the amount of the deficiency. An unpaid or underpaid unregistered letter is charged on delivery with double the amount of the deficiency, the minimum surcharge being 10 cents.
DUTIABLE ARTICLES BY LETTER POST
Dutiable articles may be sent to certain countries in packets prepaid at the letter rate of postage. A green label showing the precise particulars and the value of the articles must be affixed to the address side of each packet; and, in addition, if the country of destination so requires, one or more non-adhesive Customs declaration forms as required for parcels must be enclosed in or securely affixed fastened to the packet; see table commencing on page 58. Dutiable articles may be also sent to Hong Kong under the green label system but no Customs declarations are necessary. These labels may be obtained from any post office on application,
Letters containing dutiable articles may not be sent to any country which does not accept them. Any letters sent in contravention to the regulations may be returned, subjected to fines or confiscation, according to the laws of the country of destination. The affixing of a green label to a letter confers no title to compensation in the event of loss, damage or delay.
PHONOPOST
The Phonopost service under the Universal Postal Convention is for the transmission in the letter mails of spoken messages recorded on small pliable discs. Phonopost packets posted in Hong Kong for despatch abroad are charged at the letter rate of postage and are subject to the general conditions applicable to the letter post. The discs must be enclosed in strong protective covers.
