come from the Report of the Working Party on Slum Clearance and the Effects on Urban Redevelop ment (Hong Kong) is that areas of dilapidation should be redeveloped in accordance with an approved overall plan which would provide for im- proved amenities and communica- tions.

It suggests that the procedure for implementing this urban renewal should involve the resumption by Government of land within the area scheduled for clearance and redeve- lopment.

Existing tenants in an urban re- newal area would be compensated in various ways and the resumed land not required for community purposes would be disposed of for redevelop- ment by private developers, subject to certain controls to be written into the conditions of sale.

The Working Party was headed by the Hon. A.M.J. Wright. Director of

Principal Assistant Colonial Secretary (Land); and Mr. J.T. Wake- field, Commissioner for Resettlement.

They stress in their Report that if their recommendations were approv- ed by Government, it would be the responsibility of the Town Planning Board to prepare an outline plan for any district scheduled for urban re- newal.

The Report singles out Sai Ying Pun and the Western District of Hong Kong as neighbourhoods which have now reached a stage when ur- ban renewal provides the only prac tical answer to continued deteriora-

tion of the already poor living condi- tions and the widespread inhibition of redevelopment because of the danger to adjoining buildings.

It goes on to recommend that the district bounded by Pottinger Street. Jubilee Street and Old Bailey on the cast, Caine Road and Bonham Road on the south, Hill Road on the west and the waterfront on the north. should be scheduled as a first urban renewal district.

This area covers about 256 acres and has a population of about 275,- 000 giving a gross residential density of 1.070 persons per acre.

It is very deficient in public open space (5.41 acres or 2.1 per cent.), schools and community facilities generally.

The report states: "In the replan- ning of the district we propose that: (a) the road pattern should be improved;

(b) small uneconomic building sites should be amalgamated to pro- vide sites suitable for multi-storey
