replace a run-down area with one vast housing estate for over a quarter of a million people, on the pattern of those already completed.
'If it is left to private enterprise to carry out, as the intention apparently is, the prospect is dismal to say the least'.
He added that plans for new areas such as Kwun Tong and Tsun Wan and land reclamation had also failed to produce good urban environ- ment. Part of the blame for this could be laid on Government's stated policy which sought to ensure that 'the person best able to develop land in ac- cordance with the terms of the lease gets the right to do so, and that the community receives the maximum returns in cash'.
Government planners were therefore not en- couraged to set aside land for unprofitable pur- poses such as open space, recreation and general amenities.
HK$26 million hospital at Kwun Tong
A target opening date of 1972 has been set for a HK$25 million hospital to be erected at Kwun Tong by the Hong Kong Christian Council.
Work will start soon on the project, following the approval by Government of HK$8,500,000 capital subvention for construction of the 379-bed hospital. Mission groups in North America and Britain are granting HK$5.2 million towards the scheme, and the Central Agency for Development Aid of the German Protestant Churches has ap- proved a grant of HK$4,950,000.
The United Christian Hospital will provide a 24-hour casualty service as well as out-patient de- partment, maternity and other general hospital services. In addition to a main six-storey building, the site will include a nurses' training school and
separate quarters for nurses, doctors and domestic workers.
Architects are W. Szeto and Partners, and con- sulting engineers, J. Roger Preston & Partners.
Superstructure contract awarded
Hsin Chong & Co. Ltd. have been awarded the contract for building the superstructure of a 15-storey industrial building for the Zung Fu Co. The building is sited at King's Road, near Quarry Bay, Hong Kong.
Twelve floors of the building will be used for factory space, while the lower three floors of the

building will comprise some 75,000 sq. ft. of ga- rage and vehicle service space.
Project architect is Philip Wu of Wu Associates. Levett & Bailey are the quantity surveyors.
Contracts for Chinese University Buildings
Contracts worth more than HK$13 million for development of United College at the Chinese University, Shatin were signed last month.
