order to compromise between the extremely urgent demand for hos- pital accommodation and the very limited architectural and quantity surveying staff available, a decision was made to let the contract before preparation of the bills of quantities could be completed. Sufficient draw- ings and information were available at this time to enable a section of the building (the West half of the main spine), equivalent to about one sixth of the whole, to be measured as firm quantities and tenders were invited on the basis of resulting bill. a provisional sum being included for the remainder of the work for which bills of quantities were to be prepar ed progressively during the course of construction. The contract, amount- ing to $30 million (£1.875,000) therefore became a measurement contract with the initial bill on which tenders were based forming the schedule of prices. While the end may in this instance have justified

means. experience has shown that this is not to be recommended as regular practice.

Other contracts amounting to $5 million (£330.000) were subsequent- ly placed for the construction of duty rooms and 46 flats for senior staff, with completion dates approximating to that for the hospital.

The main building itself, support- ed on 1576 piles, contains some two and a half million cubic feet of con- crete reinforced with four and a half thousand tons of steel. 2,500 win- dows equal to an area of three acres, 4,500 doors, 26 miles of service pipes and four and a half miles of cor- ridors and stairs.

Included in the main hospital building contract are the Animal House and Menial Staff Block with barrack type accommodation for 110 amahs and 150 coolies.
