In spite of the building work that has been going on in the past few years in the Far East, the need of and the demand for residential construction, particularly of the middle class type of accommoda- tion, seems to be as constant as ever. One of the reasons for this state of affairs may, of course, lie in the fact that the supply of building materials necessary for the accommodation originally planned for 1947 and 1948 never came up to requirements, and a great deal of the work now proceeding is probably the tail end of the original programme.
In Singapore, as in Hong Kong, the ever present problem has been the provision of adequate quarters for Government servants, and because of the tighter exchange regulations the rate of progress has been comparatively slower than has been the case in Hong Kong. We are, therefore, most happy to be able to give details and illustrations of the progress in the Monks Hill Flats Scheme.
This scheme originated in September 1947 when the Commissioners approved in principle a layout of 208 flats in thirteen eight-storeyed blocks at an estimated approximate cost of $22,000.00 per flat.
Difficulty in obtaining the steel from the United Kingdom led the Committee to approve, in October 1948, the erection of two blocks, four storeys in height in reinforced concrete. These two blocks have been completed and the sixteen three- bedroom flats were ready for occupation in
