studies have been made. This is especially true in respect of water supply and drainage. The extent of the requirements for utilities has also to be ascertained from the planning of the various buildings.
DEVELOPMENT PROGRAMME
It is not possible at this early stage to forecast the timing of the Univer- sity project and to prepare a firm development programme, as so much hinges on the programming of the Plover Cove Scheme and the extent of the part to be played by the Ma Liu Shui Borrow Area. It is under- stood that the main dam of the scheme is scheduled to be closed in approximately three years from the time the sea-bed is ready to receive the first deposit of filling materials. This will mean that excavation operations will be continued at the Ma Liu Shui Borrow Area until the closure of the main dam is completed.
and the University can only take possession of its site after the Plover Cove Engineers have vacated their Borrow Area which constitutes half of the University site. Recent informa- tion indicates that work on the Water Scheme is due to commence soon after May, 1964.
The time required for the imple- mentation of the complete develop- ment plan is a matter depending on the policies of the University and the Colleges apart from the decision of the Plover Cove authority. From a purely technical and constructional point of view, the following schedule is feasible:-

It will be observed from the pro- posed Layout Plan that the part of the University site west of the Tai Po Highway is zoned for future exten- sion. This land is very steep and is physically separated from the Univer- sity by a highway. It is, however, suitable for staff housing in any future expansion.
The proposed development plan is based on a planned ultimate accom- modation of 1,000 students in each college. However, it is unlikely that the University will stop growing auto- matically when the total enrolment of its three colleges has reached 3,000. Future expansion will demand more living and teaching accommodation which may be contained within the site on suitable adjacent slopes.
