NATIONAL CAPITOL

for the

Republic of the Philippines

Several years of planning and deliberation and a short period of actual construction work have been spent on the project for building new National Capitol Buildings at Quezon City. But as yet there is little evidence of the scheme moving towards fruition. This article deals with the steps taken so far by the design group in the Division of Architec- ture, Bureau of Public Works, from the time of the first public forum for the preliminary presentation of plans and models of the Capitol's Legislative Group of buildings.

ary will compose the new National Capitol at Quezon City.

To give incentive and encourage- ment to private architects it was de- cided that the three groups should be

designed respectively by the Division of Architecture, the League of Philip- pine Architects and the Philippine Institute of Architects.

For the part committed to the de- sign group of the Division of Archi- tecture, the first presentation to the

public of plans and models for the Legislative group was made in June, 1956.

At the first open forum and subse- quent ones, new ideas and suggestions were presented by the public and by architectural advisers, and these ideas were considered for incorporation into the project by a National Capi- tol Buildings Co-ordinating Com- mittee.

This committee was set up by the then Secretary of Public Works and Communications, Florencio Moreno. It comprised: Anselmo T. Alquinto, director of the National Planning Commission and chairman; Federico S. Ilustre, consulting architect, Bureau of Public Works; Victorio C. Edades (League of Philippine Archi- tects); Jose Ma. Zaragosa (Philippine Institute of Architects); Eduardo R. Escobar (Philippine Association of Civil Engineers); Aurelio N. Cobang- bang, chief structural engineer, BPW; and Cosme J. Ventura, chief mech- anical and electrical engineer, BPW.

One of the first tasks of the com- mittee was site planning. A large site at Constitution Hill, Quezon City had been allocated, and the com- mittee set itself to consider:

(a) Proportionate allocation of the different land areas and their proper space relationships to the Legislative, Judiciary and Execu- tive groups;

(b) Distribution of land units into their proper uses as foregrounds. building site proper, service areas and general entourage, and
