The next task was for the com- mittee's working design group to institute and approve a master plan for an integrated and correlated group of buildings for the National Capitol.
A general design character and planning composition had to
be adopted for the entire three groups that would architecturally blend and harmonize with the beauty of the surrounding panorama of hills and valleys and at the same time be effec- tively functional. This task was not easy. Almost everyone had his own idea or interpretation of the CCPC directives on this matter "a design that must have a 'Filipino Soul' and should represent his history and aspirations.

After comprehensive studies were made by the working design group, a north-south orientation was decided upon for the three groups. No room or office would therefore be exposed to the heat of the western sun. How- ever, some leeway is made for rooms or offices where an east orientation is necessary and in these cases sun- control devices are provided for.
The architectural forms that have evolved are from practical, structural and aesthetic considerations. Fanci- ness of form in design has been avoided. It is the intention of the designers to use as much as possible reinforced concrete but in instances when that is not feasible, structural
