Flats in the tower block vary from one to five-room units. They have in- dependent means of access by lifts from a road at the rear of the site.
The lifts stop at every fifth floor and discharge into wide corridors which serve as pedestrian 'streets in the air', where tenants and their child- ren can congregate. Access to flats is from the pedestrian street two floors above or two floors below this level.
Flats next to the pedestrian street are one-room units with the living/ bedroom facing the view to the north- east. In this way, all main rooms of every flat have quiet and privacy and a panoramic view.
On each level of the pedestrian 'streets in the air' provision is made at one end for a small communal service area. At the other end, facing the sea, a larger community area serves the flat dwellers and their children.
On the roof level a community floor is also provided on a larger scale to serve dwellers in the whole block. Facilities here include a creche, meet ing rooms, games room and open air play space.

Town planning specialist, Professor Jacqueline Tyrwhitt, a recent lecturer at Singapore University's School of Architecture, cited the People's Park complex as a fine example of a strong- ly commercialised but very human business centre.
She stressed that the important part of architecture was not merely the appearance of the finished building but the way it was used by people.
Singapore's People's Park, she said, was 'commercialism with a human face'.
