Of the additional posts listed above, 4 non-pensionable posts of Overseer, 4 of Special Driver, 3 of Ganger, 3 of Semi-skilled Labourer and 34 of Labourer are offset by corresponding reductions (of 4 posts in the case of Gangers) in the Amenities and General and Cleansing Divisions in Head 77.

Of the other new posts, the pensionable post of Overseer is provided to take charge of a Street Obstruction Clearance Squad; the Clerk, Typist, Clerical Assistant and Messenger for duties in the Licensing Office; 8 Motor Drivers for the increased vehicle establishment; and the remaining posts for various duties in the Division.

Other Charges Annually Recurrent, show a net increase of $56,600. This is mainly due to increased departmental activities which account for additional provision under the "Stores and equipment” and “Travelling expenses" votes.

Under Special Expenditure, the provision for new vehicles includes $31,500 for 1 3-ton lorry and 1 15 cwt. pick-up van and $250,000 for 1 refuse collecting vehicle. 3 prime movers and 10 trailers estimated to cost in total $337,000.

One new scheme, covering the reprovisioning of the Kowloon Wholesale Fish and Vegetable Markets, is included in the estimates for this Head. The cost of the scheme is met jointly from Colonial Development and Welfare Funds and by the Fish and Vegetable Marketing Organizations.
