Normal promotions and increments, expansion of existing schools, and opening of further schools have required a total increase of $11,848,000 in the recurrent subvention to grant and subsidized schools. With the increase of teachers in subsidized schools, there will also be an increase of $600,000 for the Subsidized Schools Provident Fund.
A slight drop in the number of Hong Kong students in the United Kingdom results in a decrease of $7,800 in the provision for the Amenities Fund for Colonial Students.
The total estimated grants (recurrent and capital) to the three post-secondary colleges have been increased by $4,625,000. This is necessary for their development and expansion.
Assistance to an increased number of selected teachers and pupils in private schools is the main cause of the estimated increase in the recurrent subventions to private schools of $1,637,000.

The recurrent subvention to the Federation of Hong Kong Industries and the Hong Kong Tourist Association show increases of $25,000 and $250,000 respectively to allow for increased activities. In addition, a subvention of $50,000 is included for the Hong Kong Management Association which is sponsored by the Federation.
Provision of $20,000 is included as a recurrent subvention to the Hong Kong Society for the Prevention of Cruelty to Animals to reimburse it for services in connexion with stray animals.
