A total of 31 Gangers has been provided, 9 for Cleansing duties (1 in Hong Kong and 8 in Kowloon) and the balance in lieu of 16 Foremen Class III. This reduction in grading from Foreman to Ganger is due to a policy decision that the leave reserve for minor supervisory staff is to be carried in the lowest applicable grade or class.

The second phase of the scheme to mechanize nightsoil collection in Kowloon requires 9 addi- tional posts of semi-skilled Labourer, to be offset by 9 Labourers. With mechanization the staff employed on conservancy duties will be reduced by a total of 212 Labourers from 1st June 1961. These 212 posts are temporarily shown under supernumerary staff.

16 Latrine/Bathhouse Attendants are required to staff newly constructed bathhouses and latrines in Hong Kong and Kowloon which are due to be completed this year.

An expansion of the activities of the Cleansing Section in Hong Kong and Kowloon necessitates an increase of menial staff to a total of 103 Labourers.

The scheme for conveyance of refuse to Gin Drinker's Bay Dump by land instead of by sea allows of a reduction of 1 post of Foreman Class II, 2 posts of Foreman Class III, 13 posts of Ganger and 384 posts of Labourer with effect from 1st October, 1961. These posts are now shown temporarily under Supernumerary Staff.

It has been possible to reduce the establishment of Stokers Class II by 6 posts following the change-over of the boilers in public bathhouses from coal burning to diesel. 1 post of Cleansing Chargeman has also been deleted.

Hygiene Division

One Foreman Class I, 8 Foremen Class II and 5 Pest Control Labourers are required to meet additional commitments in connexion with Mosquito and Rodent Control.

70 Assistant Health Inspectors are required for training under the approved plan for expanding the Health Inspectorate.

Amenities and General Division

One Foreman Class II and i Ganger have been provided in order to exercise more effective supervision over Hawker/Market areas in Hong Kong.

2 Gangers are required for tallymen duties to meet additional demands arising from the increased number of animals slaughtered daily at the Ma Tau Kok Slaughterhouse.

5 posts of Gardener Class II, 7 of Parkkeeper Class II, 3 of Groundsman and 3 of Labourer are required for new public areas which are due to be opened during the year.

Additional officers, comprising 1 Staff Sergeant Class I, 7 Sergeants, 14 Corporals and 90 Constables have been provided under the authorized programme for expansion of the Hawker Control Force.

A total of 10 further posts of Labourer is required to meet outstanding menial commitments and for leave reserve. 299 other Labourer posts are offset by a similar number of Garden & Street Tree Labourer posts. 1 post of Assistant Museum Attendant has been deleted.

Under Other Charges Annually Recurrent a net increase of $701,200 is shown. This is mainly due to the appreciable increases of $100,000 for "Fuel, light and power" to meet cost of electricity for new projects, $250,000 for "Casual labour" to pay wages and allowances to temporary staff engaged in the opera- tion of hawker bazaars, $76,000 for "Coffins" to purchase plastic dead boxes, and $104,000 for "Running expenses of vehicles" to meet cost of petrol for increased establishment of vehicles brought about by the new scheme of conveying Kowloon refuse to Gin Drinker's Bay Dump by land transport. The reduction of free meals provided for staff working in Gin Drinker's Bay refuse dump has resulted a decrease of $40,000 under "Gin Drinker's Bay expenses". Four new votes are included: $6,000 under "Cleaning of offices" for cleaning of the City Hall after its completion, $30,000 under "Laundering of departmental uniforms" for the laundering of white long coats and canvas sheets worn by staff employed in slaughterhouses; $1,000 for Maintenance of "Office equipment" and $110,000 for "Refuse handcarts" were previously included under "Stores and Equip- ment".
