reduced by thirty-three posts transferred to Immigration Department. The new post of Administrative Officer is for Special Branch and was approved by Special Warrant during 1960/61. An additional post of Executive Officer in Traffic Office is offset by the reduction of five posts of Executive Officer transferred to Immigration Department. The title of "Battery Mechanic" has been changed to "Radio Mechanic" and the establishment has been increased by three posts. The posts of Senior Driving Examiner and Driving Test Examiner were provided for under Other Charges in the year 1960/61. Twenty-six additional Clerical Assistants (less six transferred to Immigration Department) and six additional messengers are for normal increases and approved new projects, but 16 messenger posts have been transferred to the Immigration Department. The title "Coolies" has been changed to "Labourers" and the additional twenty-one posts in this grade are for normal expansion and approved new projects. Thirty-seven Amahs Class III now replace the same number of Female Searchers Class II. There is an addition of one supernumerary post of Superintendent/Assistant Super- intendent which will be absorbed in the increased normal establishment in due course.
Other Charges Annually Recurrent are reduced by $1,133,200. This is mainly due to decreased provisions for Expenses of Witnesses, Prisoners and Deportees and for Stores and Equipment, coupled with the deletion of the subheads for Social Services Officer and Vehicular Traffic Control Expenses. Certain further small decreases have also been effected as a result of transfers of provisions to Head 54.
About eighty per cent of the provision for Special Expenditure is accounted for by revotes. The additional funds for Radio Telephony Equipment are required for V.H.F. radio, etc. for additional patrol vehicles and the formation of a new company. The provision for Arms and Ammunition is required to com- plete the establishment of weapons and to provide for new personnel. New Diesel generating plants are required for Nam Shang Wai and Pak Nai Police Posts and to replace petrol engine sets. The provision under Motor vehicles is required for replacing worn-out vehicles, for the expansion of existing activities and for approved new projects. New photographic equipment is needed to build up photographically the descriptions of suspects in order to facilitate identification by witnesses. Navigation equipment is required to establish a navigation school at Marine Divisional Headquarters.

In order to improve control over immigration into the Colony, it has been decided that immigration work should be separated from the other functions of the Police Force. Provisions for this work which were previously included under Head 52 are now set out separately in this Head,
Subject to the enactment of legislation it is proposed to set up the immigration control unit as a separate and distinct disciplined force. Until such legislation has been enacted there will be no appoint- ments to any of the 64 posts of the proposed new unit which are detailed in Subhead 1(1) to (8), and the existing Police personnel will continue to provide the immigration service. The relevant Police posts are accordingly shown under supernumerary staff. These posts will lapse when the new unit is ready to take
over.
It will be noted that the numbers of posts in certain grades, deleted from the Police establish- ment under Head 52, exceed the numbers shown as transferred to this Head. This is accounted for by the fact that it has not been possible for the authorized establishments in these grades to be filled: the posts shown under this Head as having been transferred are just sufficient to cover the personnel on the ground.
