Following the removal of the Department's main store from Caine Lane to Cadogan Street, an additional Stores Foreman is required to take charge of the store in Caine Lane, which has become a sub- store. Two extra Stores Attendants are also required to cope with the increased amount of work involved in receiving, issuing and checking equipment at other sub-stores.
A Chief Motor Mechanic is required to augment the vehicle maintenance staff at the depart- mental garage in Kowloon, where a constantly increasing number of vehicles have to be kept serviceable. Of the 50 Special Driver posts required (offset by 37 Motor Driver posts), 35 are needed for vehicles already in service which carry special ancillary gear, the operation of which requires special training; 12 are for new vehicles which are expected to be delivered during the year; and three for leave reserve. In order to provide a round the clock dead removal service three additional Motor Driver posts are needed. Another post is required for a new refuse collection scheme in the Victoria Peak district. Three more Motor Driver posts are necessary for new vehicles and four for leave reserve.
Other staff required include four Semi-Skilled Labourers for repairing and maintaining refuse handcarts, litter bins, etc.; one Messenger to help cope with the increased work at the Farm Road Health Office; 12 Sanitary Coolies for cleansing and other duties at the Car Parks, Slaughterhouses, Stores and the Hawker Control Unit's training camp.
Cleansing Division
An Overseer is provided for the Hong Kong Conservancy Section to enable the Island to be divided into more easily manageable areas. Another Overseer is needed to manage and control cemetery work, and to supervise staff and maintenance of equipment in Kowloon.
In order to ensure adequate control of the rapidly developing cleansing sections in Kowloon, two additional posts of Foreman Class II are necessary, while a third is required to augment the leave reserve.
With the further implementation of the Sherriff/Baker nightsoil collection scheme, an additional six posts of Foreman Class III and 13 of Semi-Skilled Labourer are required, but these increases are offset by the deletion of seven Ganger and 177 Sanitary Coolie posts.
To provide additional scavenging and cleansing services in the Urban area, the following extra posts are now provided:-2 of Foreman Class III, 13 of Ganger, 5 of Semi-Skilled Labourer (offset by 5 of Sanitary Coolie) and 195 of Sanitary Coolie. In addition, two posts of Ganger and 37 of Sanitary Coolie were approved by Special Warrant during the year. Eight Sanitary Coolie posts become redundant as a result of an improved method of refuse collection in the Peak district, and have been deleted.
Increased demand for skilled work within the Department necessitates the provision of an additional Artisan Class II post and another of Semi-Skilled Labourer (offset by one Sanitary Coolie post). 25 additional posts of Latrine/Bathhouse Attendant (offset by 1 of Stoker Class II) are provided
for latrines and bathhouses expected to be completed during 1960/61.
Other staff increases include provisions for five Gangers and 138 Sanitary Coolies to cope with additional refuse barges in the Sea Transport Section, and four Sanitary Coolies for the 24-hour dead removal service.
The following extra posts are required to provide leave reserves in their respective grades:- 2 of Foreman Class III, 7 of Ganger, 2 of Semi-Skilled Labourer, 11 of Sanitary Coolie and 5 of Latrine/ Bathhouse Attendant.
Hygiene Division
The development of Kowloon has necessitated the creation of a new Health Area there and an additional Senior Health Inspector is required to take charge of it. An extra Chief Health Inspector is also required for overall supervision.
In order to provide much-needed additional units for mosquito, fly and rodent control, 16 posts of Pest Control Foreman, 3 of Ganger and 23 of Pest Control Coolie are included; 24 new Sanitary Coolie posts are provided, in addition, to assist in food sampling and to supplement house inspection gangs.
Amenities and General Division
The increasing volume of work arising from slaughterhouses, hawkers and markets has brought about a need for greater overall supervision, and a new post of Assistant Superintendent (General) has been created for this purpose. Preparatory work in connexion with the two new abattoirs has now become a full time job and an additional Senior Health Inspector post is provided for this work.
Two more posts of Overseer are required to improve supervision in the existing slaughterhouses and another post of Ganger is needed for better control over the maintenance and cleanliness of markets.
1 post of Foreman Class II, 1 of Parkkeeper Class I, 5 of Parkkeeper Class II, 1 of Leading Gardener, 1 of Gardener Class I, 10 of Gardener Class II and 15 of Garden Labourer are provided for the new public areas which will be developed during the year. Further staff provided for the general upkeep of parks, playgrounds, gardens and other urban amenities comprise: 1 post of Tree Trimmer Class I and 1 of Class II, 2 posts of Gardener Class II, 6 of Garden Labourer, 2 of Parkkeeper Class II and 40 of Sanitary Coolie (offset by 40 daily-rated coolie posts).
