In order to cope with the ever-increasing demands on the medical and health services and to staff both the existing and the new hospitals, clinics and dispensaries, recently built or in the course of construction, it has been found necessary to increase the number of posts in the department. New projects include the Sai Ying Pun Polyclinic, Kowloon Hospital New Theatre and Maternity Blocks, Floating Clinic No. 2, Airport Health Station, Sha Tau Kok Dispensary, Tai O Maternity Home and Clinic and Dental Clinics at the Central Government Offices and in Stanley Prison. These new posts and normal increments account for the increase of $2,817,700 over last year's provision for Personal Emoluments.

Other Charges Annually Recurrent show an increase of $3,094,100, The main increases are in the provisions for Fuel, light and power ($200,000), Rent of clinics, offices and/or quarters ($183,500), Drugs and dressings ($2,000,000), Laundry ($150,000), Medical instruments and surgical equipment ($150,000) and Provisions ($190,000) and are wholly applicable to the general expansion in medical and health services.

Special Expenditure shows a decrease of $1,533,100. This is partly due to the transfer of provisions for furniture and equipment for new hospitals and clinics to Public Works Non-recurrent where a total of $591,800 is provided for this purpose. Revotes account for $111,000 of the Special Expenditure total of $1,045,800.
