The increase in the establishment is accounted for by the addition of a Cadet Officer post, and the inclusion of the personnel of the Chinese Liaison Office (formerly known as the Community Development Section of the Social Welfare Office).
The supernumerary post of Secretary for Chinese Affairs is required for an officer on leave prior to retirement.
Under Other Charges Annually Recurrent the increased provision for fuel, light & power and travelling expenses is due to the establishment of the new Chinese Liaison Offices.
