It has proved necessary to increase the recurrent grant to the Tung Wah and associated hospitals by $250,000, and to the Hong Kong Anti-Tuberculosis Association by $180,000 to meet their expanded activities. The provision of $54,000 under a new sub-head is designed to meet the cost of maintaining 30 free beds in the Haven of Hope Tuberculosis Sanatorium at Rennie's Mill. Other minor increases to meet the cost of expanding activities include $18,000 to the British Red Cross Society and $10,000 to the Sheung Shui Clinic respectively. The contribution to the United Nations International Children's Emergency Fund consists of $8,000 to meet the Colony's share of the administrative expenses of the Thai Area Mission and a special donation of $20,000 to assist the Mission in carrying out its projects.

Under Special Expenditure provision is made for a grant of $235,000 to the Mission to Lepers, Hong Kong Auxiliary, towards the cost of improvements to roads and drainage, etc. and the provision of accommodation for an additional 25 hospital beds; of $42,500 to the Hong Kong Anti-Tuberculosis Association for the redecoration of buildings and other improvements; and $24,000 to the Haven of Hope Tuberculosis Sanatorium for equipment.

The layout of the Educational Subventions has been slightly revised.

An increase in the number of the Hong Kong students in the United Kingdom has necessitated the provision of an increased contribution to the Amenities Fund for Colonial Students. Expanding activities and the introduction of further schools under the Subsidy Code has necessitated an increase of $2,500,000 in the recurrent subvention to Subsidized Schools. Normal promotions and increments plus the inclusion of the staff of St. Clares and the Methodist College under the Provident Fund Scheme has led to an increase of $18,000 in the subvention towards the Grant Schools Provident Fund. Progress on the expanding building programme for new Grant Schools has demanded an increase in the provision for building grants to these Aided Schools. An increase of $500,000 in the recurrent subvention to the University is provided.

The only notable change, which principally accounts for the net increase of $185,270, is occasioned by the increase of $187,000 in the grant to the Fisheries Research Unit at the Hong Kong University: this considerable increase is required to maintain the Unit in its present functions with a somewhat expanded establishment after the termination of the Colonial Develop- ment and Welfare grants for capital and recurrent expenditure with effect from 31st March, 1957.
