Five of the above Clerks were transferred from the Police Department as a result of the centralization of salary accounting. The overall increase is reduced by four posts of Clerk, replaced by a corresponding number of Office Assistants. The net effect of these changes together with normal increments, is an increase of $173,970 in the vote for personal emoluments.
It has again proved necessary to increase slightly the provision for maintenance of office machinery due to increased maintenance charges, and the provision for travelling expenses has also been increased because of the new Treasury Office at Tsuen Wan. The overall increase in the Other Charges Annually Recurrent vote is $3,280.
Under Special Expenditure $44,480 has been provided for the purchase of addresso- graph equipment required to replace the existing machinery which is between seventeen and twenty years old. A further sum of $45,940 is provided for the purchase of one cash register ($34,000) to meet the growing needs of the Kowloon Sub-Treasury and to cover part of the cost ($11,940) of replacement of another. A sum of $7,200 is provided for the purchase of two electrical calculating machines.

With the decreasing activities of this sub-department of the Treasury, it has proved possible to abolish the post of Messenger.
Under Other Charges, there is a decrease of $1,700. Payment of the audit fee ($1,600) has been discontinued with effect from 1st April, 1956.
