The Cadet Officer changes, incorporating the recommendations in the Godsall Report, do not represent any changes in the overall establishment. Additional clerical and secretarial posts have been provided to cope with the increased volume of work.
The additional supernumerary posts are temporarily required as a result of the formation of a Committee of Review to deal with appeals from persons detained under recent Emergency Regulations.
These changes, together with normal increments and salaries revision, account for the increase of $64,400 in the vote for personal emoluments.
With the removal of the Exchange Control office from Government-owned to leased accommodation provision of $60,000 is necessary for the rental of the new offices.
Under Special Expenditure, some additional office equipment is required to mechanize routine clerical work and provision of $1,000 has been included to allow of slight expansion of the Secretariat library.
