A Deputy Registrar is considered indispensable in Kowloon if the public is to be given the facilities which the establishment of a separate jurisdiction implies, particularly in view of the fact that the Registrar and his Deputy are fully employed in Hong Kong.

The increasing volume of work in the Courts requires the services of an extra Bailiff, no increase in establishment having been made since before the war. Similarly, 4 additional Interpreter Translators are necessary in order to improve the general efficiency of the Courts, releasing clerks for clerical work which is continually increasing. Of the 8 extra clerks, 4 were appointed during the year, 2 for the Tenancy Tribunal, 1 for the New Territories Magistracy and 1 in place of the post of Librarian. 2 additional clerks are needed for the Tenancy Tribunals and 2 for the general increase in the activities of the Judiciary.

An extra Woman Confidential Assistant is needed in Kowloon to relieve Magistrates of the burden of writing out judgments, four judicial officers, including the District Judge, at present having no stenographic assistance. The additional Messenger is for the Tenancy Tribunal, which at present has only one Coolie, and the extra Coolie is needed to assist the Clerk in charge of the Library.

These changes, together with normal increments and salaries revision, result in an increase of $217,813 in the vote for Personal Emoluments.

Under Other Charges, an additional $10,000 is required for Fees to counsel and solicitors for prisoners, the current provision of $25,000 having proved to be an underestimate. Savings of $22,500 are shown in the vote for Honoraria for Temporary Magistrates as noted above, the only other change being an increase of $36,800 for Tenancy Tribunal expenses to cover additional appointments approved during the year.

The 2 posts of Artisan Class I are offset by the 2 posts of Electrician deleted, no change of salary or allowances being involved, and the posts of 1 Artisan Class II and 1 Headman represent transfers of daily-rated staff to the monthly-paid establishment. The only other changes are transfers within the approved overall establishments of Women Confidential Assistants and Clerks. These changes, together with normal increments and salaries revision, account for the increase of $145,956 in the vote for Personal Emoluments.
