University degrees who will be appointed Assistant Assessors and given three years' local train- ing in the Department, corresponding to the Inspector of Taxes Course at the Board of Inland Revenue in the United Kingdom. Outstanding Taxation Officers and Assistant Assessors, irrespective of paper qualifications, will be eligible for promotion to Assessor, provided they are able to complete the three-year course successfully.

The reorganization involves a net increase of 1 post in the permanent establish- ment. The 4 additional posts comprise 3 Clerks, needed on account of the increasing volume of clerical work connected with assessments, and an extra messenger required in view of the additional office space recently acquired by the Department. Provision has been made for 14 supernumerary posts of Assessor Grade II to be held against corresponding vacancies in the new grade of Assessor in respect of serving officers not immediately eligible for appointment to the new grade. The remaining supernumerary post of Assessor Grade II (pensionable) is for an officer seconded to the Commerce and Industry Department.
These changes in establishment, together with normal increments and salaries revision, account for the increase of $221,148 in the vote for Personal Emoluments.

Under Other Charges, increases are shown in the vote for cleaning of offices, $360, fuel, light and power, $1,000, and rent, $16,820 arising from the additional office accommodation taken over by the Inland Revenue Department from the Audit Department, following the removal of the latter to the new Government Offices. Other increases include $2,000 in respect of the Colony's contribution towards the expenses of the Colonial Income Tax Office in London and $1,000 for travelling expenses, the present provision having proved insufficient.
