The increase of 8 in the permanent staff comprises a Telephone Operator, Watch- man and 6 Messengers approved during the year for the new Headquarters building. The ship-keeping crew was increased by 19 during the year as a consequence of the loan of 2 additional vessels from the Royal Navy. These extra posts, together with normal increments and salaries revision, account for the increase of $92,900 in the vote for Personal Emoluments.

Under Other Charges, the principal increases are in respect of upkeep of craft, $207,660, stores and equipment, $46,000, and pay and allowances, $22,770, required for the 2 additional vessels referred to. Other increases arise from increased activities generally.

The increase of 1 post is in respect of an Administrative Assistant, required to deal with general administration and supervision of technical and other stores of the Hong Kong Auxiliary Air Force. This will relieve the attached R.A.F. officers of routine duties which at present take up much of their time to the detriment of training. This additional post, together with the promotion of a clerk, normal increments and salaries revision, accounts for the increase of $19,606 in the vote for Personal Emoluments.
