The establishment has been increased by 3 Clerks, offset by reductions in respect of 2 Women Confidential Assistants and a part-time Woman Confidential Assistant, in order to provide an establishment more suited to the needs of the Corps. These changes, together with normal increments and salaries revision, account for the increase of $3,336 in the vote for Personal Emoluments.

Other charges include $25,000 for reconditioning steel helmets which have suffered climatic deterioration. The remaining changes arise from the increased activities of the Essential Services Corps.

The decrease of $6,000 in the vote for rent of offices arises from the proposed transfer of the Control Room, Kowloon, from rented premises to Government premises. The other changes are self- explanatory.
