Dear Michael,
CONFRONTATION PRISONERS
1. In paragraph 12 a of Hong Kong telegram No 50 of 12 January Murray
Maclehose says that he intends to release all the remaining
confrontation prisoners by the middle of this year.
2. You may wish to consider whether this information should be conveyed
to Chi P'eng-fei by the Secretary of State during Chi's visit to London
at the end of next month. It could be represented as a friendly
concession to honour Chi's visit to London and to strengthen
Anglo/Chinese relations.

Yours sincerely,
