e have been informed that at no civilians should be allowed to proceed to lionę, Kong except those employed by the Ministry of War Transport or the Civil Affairs branch of the admin- istration and those eople whose jussayes have been specifically authorised by the Commander in Chief. In these circumstances there seems no inmediate prospect of returning to the re-war arrangement mentioned in your letter, whereby Chinese deportees were sent by the Immigration Branch to Hong Kong.
The High Commissioner is however bringing your request to the notice of the United kingdom authorities and will inform you if there are any developments in this matter.
Yours sincerely,
