am replying to your letter of the 6th November in which you asked about the pos- sibility of arranging for the return to Hong Kong of a number of Chinese deportees.

We have been informed that at i resent no civilians should be allowed to proceed to Eong Kong except those employed by the Ministry of War Transport or the Civil Affairs branch of the administration and those people whose passages have been specifically authorised by the Commander in Chief. In these circumstances there seems no immediate prospect of returning to the re-war arrangement, mentioned in your letter, whereby Chinese deportees were soat by the Immigration Branch to liong Kong.

The High Commissioner is however bringing your request to the notice of the United Kingdom authorities and will inform you if there are any developments in this matter.
